WASHINGTON — A suspect fired a “mini machine gun” at police during a chase through D.C. that caused a lockdown at the U.S. Capitol Tuesday afternoon.Sh

Around 4 p.m., D.C. police say they received a call about a man with a gun in the Navy Yard neighborhood. When police arrived, they saw three suspects in a silver four-door sedan that gave chase.

The vehicle led police on a chase to the Third Street Tunnel, where one suspect leaned out of the vehicle with a “mini machine gun” and opened fire on the pursuing officers, D.C. Police Chief said during a news conference.

During the exchange, the suspect dropped the gun and some ammunition in the tunnel, Lanier said.

A short time later, the vehicle lost control and struck a wall near the exit to the tunnel at 1st and D streets in Northwest. The crash site is about a half-mile from the Capitol grounds.

No one was injured in the incident, Lanier said.

DC Special Police Officers, Washington DC Training Standards for Special Police Officers

After two deaths in the custody of special police officers last year, Mayor Muriel Bowser and Metropolitan Police Department Chief Cathy Lanier are proposing changes to require enhanced and increased training.
“We believe [those officers] were up to date on the requirements and we believe that they need to be updated,” Mayor Muriel Bowser said at a news conference this afternoon. There are more than 17,000 licensed special police officers and security officers employed by more than 120 companies in the District of Columbia. Of those, 7,700 are special police officers who are currently awarded arrest powers after 40 hours of training; the remainder are security officers who have the power to detain suspects but not make arrests.

The administration and MPD are now proposing doubling the required initial training for special police officers to 80 hours and tripling the yearly recertification training from eight to 24 hours. Nearly 60 percent of special police officers are also licensed to carry firearms, and their yearly firearms training would be doubled from eight hours to 16 under the proposal. The new regulations will be submitted to the Council, likely after the summer recess ends.

“They are saving lives and preventing crimes and doing really good security work; they are very, very necessary” in supplementing the police force, Lanier said last year after the second death in special police custody last fall.

“Our special police officers are often the first line of defense in an emergency. With our growing and changing community, it is critical that they have the knowledge and training to handle real-world scenarios,” Bowser said in a release.

The D.C. city council must vote on the proposed regulations.

A private security guard at Dulles International Airport had his access withdrawn this week after his employer was made aware of a lawsuit alleging he had committed “war crimes” in Somalia.

The civil suit alleges that Yusuf Abdi Ali, 63, — a former commander in the Somali National Army who later moved to Alexandria, Virginia — tortured a Somali national in 1987.

The man bringing the suit claims that, at Ali’s direction, he was beaten, kicked, stripped naked and shot because Ali believed he was a supporter of an opposition group that had recently stolen a water tanker. Ali himself repeatedly shot the man and left him for dead, the suit claims, asking his guards to dispose of the body.

Officials with Master Security, a contractor that provides security guards to the Metropolitan Washington Airports Authority (MWAA), told ABC News they were not aware of the pending civil litigation against their employee until Tuesday, but have now placed Ali on paid administrative leave while they investigate.

The civil suit was first reported by CNN.

According to the Fallston Group, an executive advisory firm hired by Master Security, Ali had worked with the security company “for a couple of years,” and had gone through a battery of background checks.

All Master Security employees are subject to “the full, federally mandated vetting process in order to be approved for an airport badge,” MWAA said, noting the vetting includes a criminal history record check by the FBI and a security assessment by the Transportation Security Administration. Master Security employees working at Dulles must also be licensed by the Commonwealth of Virginia.

“We have verified that all of these processes were followed and approved in this instance,” MWAA said in a statement.

Armed Man Shot Near White House, Secret Service agents

The White House was locked down for around 45 minutes Friday afternoon after a man carrying a gun near the complex was shot by Secret Service agents, a senior administration official said.

The White House was locked down for around 45 minutes Friday afternoon after a man carrying a gun near the complex was shot by Secret Service agents, a senior administration official said.

Sources familiar with the investigation identified the man to ABC News as Jesse A. Olivieri of Pennsylvania.

Just after 3 p.m., Olivieri, who was carrying a gun, approached a Secret Service checkpoint on the outer perimeter of the White House grounds, near 17th and E Street Northwest.

He ignored commands from Secret Service officers to drop his weapon, and began brandishing his firearm, the official said.

A Secret Service agent then fired a single shot at Olivieri, wounding him, according to the official. He was then taken into custody and Secret Service personnel administered first aid.

Olivieri was transported to a local hospital, where he is being treated.

The president was not in the White House at the time of the incident and the lockdown was lifted just after 4 p.m. Vice President Biden was reported to be “within the complex” at the White House, but is “secure,” according to a spokesperson.

A female security guard working at a Washington, D.C. grocery store was arrested Monday afternoon for physically escorting a man out of the women’s restroom after he refused to leave because he identifies as a woman. The shopper — a young, African-American male who identified himself as Ebony Belcher to local news outlets — reportedly passed the security guard on his way into the women’s restroom at a Giant grocery store in Northeast D.C.

“The officer came into the restroom and told her to get out, according to Belcher. “She opened the door and came in and started calling me derogatory names,” Belcher said.

She said the officer put her hand on her shoulder and arm, grabbed her and pushed her out of the store. Belcher said the guard told her, “You guys cannot keep coming in here and using our women’s restroom. They did not pass the law yet.”

Federal Protective Service Officer Eulalio Tordil, Shooting, Slaying, Washington DC

A federal security officer suspected in three fatal shootings outside a high school, a mall and a supermarket in the Washington, D.C., area was arrested Friday, police said. Three people were also wounded in the shootings. Eulalio Tordil, an employee of the Federal Protective Service, which provides security at federal properties, was taken into custody without incident near the supermarket, the scene of the last shooting, authorities said. The brief manhunt and seemingly indiscriminate shootings rekindled fears of the D.C. sniper in 2002, which paralyzed the nation’s capital and its suburbs.
